The Fundação Getulio Vargas (FGV), in partnership with the Council on Economic Policies (CEP) from Switzerland and with the support of Samambaia Philanthropy, will host the event "The Role of Tax Expenditures in Fiscal Policy: Challenges and Opportunities" on November 13, 2024, from 10 a.m. to 12 p.m., at Rua Presidente Carlos de Campos, 417, Laranjeiras, Rio de Janeiro (FGV IBRE). The event will also be streamed online and will include simultaneous English-Portuguese translation.
About the Event
The event aims to discuss the impact of tax expenditures (TEs) on fiscal policy and explore ways to increase the transparency and effectiveness of these policies. According to data from the Global Tax Expenditures Database (GTED), between 1990 and 2022, TEs accounted for an average of 3.8% of global GDP and 23% of tax revenues. Despite their significant impact, transparency is limited: half of the 218 global jurisdictions do not publicly disclose data on TEs in official reports.
Featured Publications
Two new publications on TEs will be presented during the event. The first is a T20 Policy Brief titled "Improving Tax Expenditure Reporting to Enhance Tax Expenditure Policy Making," which analyzes the global situation and provides policy recommendations for G20 countries. The second publication is the national report on tax expenditures in Brazil, produced by CEP in collaboration with the German Institute of Development and Sustainability (IDOS). The report, written by researchers Paolo de Renzio, Manoel Pires, Natália Rodrigues, and Giosvaldo Teixeira Júnior, presents new data and recommends reforms to make TEs a more effective tool in Brazilian fiscal policy.
Event Agenda
The event will begin at 9:30 a.m. with a welcome coffee, followed by the official opening at 10 a.m., led by Professor Paolo de Renzio (FGV EBAPE), one of the event organizers. At 10:10 a.m., Agustin Redonda (CEP) will present the T20 Policy Brief. Following that, at 10:30 a.m., Paolo de Renzio and Manoel Pires (FGV) will highlight the key points of the National Report on Tax Expenditures.
The program will also include a panel discussion moderated by Solange Monteiro (FGV IBRE) and will feature experts such as Agustin Redonda (CEP), Nathalie Beghin (Inesc), Débora Freire (Ministry of Finance), and other FGV researchers. The event will conclude at 12 p.m., followed by a brunch.
