Carlos Pereira, PhD and Full Professor at the Brazilian School of Public and Business Administration (FGV EBAPE), has been awarded the 2025 Guillermo O’Donnell Prize for Latin American Scholars by the International Political Science Association (IPSA) — the highest global honor for political scientists in Latin America. With this achievement, Pereira becomes the first Brazilian to receive this prestigious award.
The prize recognizes Pereira’s academic trajectory and significant theoretical contributions to the field of comparative political science. His research challenges conventional views of dysfunction and instability in multiparty presidential systems by identifying institutional conditions that enable democratic order, predictability, and effective governance, even in fragmented contexts like Brazil.
“Although the award is individual, I see it as a collective recognition of my generation of political scientists in Brazil,” says Pereira. He also acknowledges the influence of Guillermo O’Donnell’s foundational concepts—such as delegative democracy and horizontal accountability—on his academic development and ongoing work.
