FGV EBAPE holds 1st Research Integration Workshop of the Pró-Defesa V Project

On November 26, the Getulio Vargas Foundation (FGV) held the 1st Research Integration Workshop of the Pró-Defesa V Project, within the scope of the initiative titled “Public Policies, Industry, Duality, and National Defense: Evidence for a Development Agenda for the Brazilian Defense Industrial Base.”

The project is funded by CAPES through the fifth edition of the Support Program for Education and Scientific and Technological Research in National Defense (Pró-Defesa V), and is set to run from 2024 to 2029.

Held in a hybrid format at FGV EBAPE, the event brought together researchers, master's, doctoral, and postdoctoral students, as well as representatives from strategic institutions in the defense sector and industry associated with the project. It fostered an environment of productive scientific and institutional cooperation.

The opening session was led by the project coordinator, Professor Paulo Negreiros Figueiredo, who emphasized the importance of building technological capabilities to strengthen the companies that make up the Brazilian Defense Industrial Base. He was followed by Colonel Rodrigo Antônio Silveira dos Santos, Head of the Science, Technology, Innovation and Offsets Division at the Aeronautics General Staff and professor at the Brazilian Air Force University. Colonel Silveira delivered the keynote lecture on defense offsets agreements and their implications for the development and consolidation of technological capabilities in Brazil’s aerospace sector.

The event also included a session introducing the project’s newest partner institutions, represented by Brigadier José Augusto Crepaldi Affonso, Executive President of the Brazilian Association of Defense and Security Material Industries (ABIMDE); Admiral Edésio Teixeira Lima Jr., Executive Vice President of the National Union of Defense Material Industries (SIMDE); Dr. Mônica Elizabeth Rocha de Oliveira, Senior Analyst at the Brazilian Space Agency (AEB); and General Ivan Ferreira Neiva Filho, who leads the project “Evaluation and Monitoring of the Defense Industrial Base – Brazil” at the Brazilian Agency for Industrial Development (ABDI).

Next, under the moderation of Professor Guilherme R. Garcia Marques, the main research advances related to the project were presented, including postdoctoral, doctoral, and master's studies. Topics addressed included innovation ecosystems, offset evaluation, critical infrastructure security, critical minerals, and public policies related to the Defense Industrial Base.

According to Professor Paulo Negreiros Figueiredo, “this workshop represents a decisive step toward consolidating a national research network in the field of defense—capable of producing applied knowledge, training specialists, and supporting the development of public policies and strategic technological capabilities for the country.”

The workshop concluded with a joint reaffirmation of the commitment to continue advancing applied research, qualified academic training, and institutional integration in a field that is strategic to national development. The event marked the beginning of a series of annual workshops planned through 2029.
