On August 28–29 and September 26–27, 2025, FGV EBAPE will offer the elective course “Bureaucracy, State Capacity, and Reform”, taught by Professor Alexandre Gomide, as part of the Professional Master’s in Public Administration (MAP). The course will be held in an intensive format, with in-person sessions in Rio de Janeiro.
This course proposes a critical analysis of bureaucracy as a central element of public administration and state capacity, addressing its implications for democratic processes, administrative reforms, and the delivery of public goods and services. Through case studies and comparative literature, participants will be invited to reflect on the functioning and challenges of bureaucracy in the contemporary Brazilian context.

- The relationship between professionalism, responsiveness, politicization, and bureaucratic autonomy;
