EBAPE Professor Leads FGV Project Selected by Pró-Defesa V

The research project proposal titled "Public Policies, Industry, Duality, and National Defense: Evidence for a Development Agenda of the Brazilian Defense Industrial Base," led by FGV, has been awarded financial support by CAPES under the fifth edition of the Support Program for Teaching and Scientific and Technological Research in National Defense (CAPES Call 36/2023 – National Defense – Pró-Defesa V).

The project, which involves a network of institutions such as the Army Command and Staff College (ECEME), the Air Force University (UNIFA), the National Defense College (ESD), the Fluminense Federal University (UFF), and the Federal University of Mato Grosso (UFMT), as well as Colombian educational institutions such as Universidad del Valle and Universidad Nacional de Colombia, received the highest possible score in merit evaluation criteria, ranking among the top 15 proposals recommended for financial support by CAPES. In total, Pró-Defesa received 79 research project proposals from across the country.

According to Professor Paulo Negreiros Figueiredo, from FGV's Brazilian School of Public and Business Administration (FGV EBAPE), the lead coordinator of the selected proposal, "the project's goal is to explore the intersection of public policies, industry, dual-use technologies, and national defense, contributing to the promotion of a development agenda for the Brazilian Defense Industrial Base, with its multifaceted social, strategic, economic, and technological dimensions. This is a priority objective within the National Defense Strategy and, more recently, in the Nova Indústria Brasil program."

According to Professor Guilherme R. Garcia Marques, co-coordinator of the project, "the multidisciplinary approach outlined in the proposal, integrating elements of administration, economics, and geopolitics, will be crucial in advancing our understanding of the complex challenges faced by our Defense Industrial Base."

The Pró-Defesa Program is implemented through a partnership between the Ministry of Defense and CAPES, aiming to stimulate joint research projects and the training of postgraduate human resources in National Defense, with the goal of developing, consolidating, and disseminating Brazilian thought in this strategic area.
