Educational Background

PhD in Administration (FGV)/EBAPE (2003); Specialist in Public Policies and Government Administration, National Public Administration School (ENAP) (1996); Master’s in Public Administration (FGV/EBAPE), (1995); and Bachelor’s in Administration, University of Brasília (UnB) (1986).


Having held executive positions in both the private sector and the civil service, especially the Ministry of Administration and State Reform and the Ministry of Planning, Budget and Management, where he was the Administration Secretary, he was also the Brazilian delegate on the Public Administration Committee of the Organization for Economic Cooperation and Development (OECD) and President of the Public Administration and Transparency Network of the Inter-American Development Bank (IDB).  He has taught courses for Undergraduate and Graduate Study Programs at institutions of higher education for the past 25 years, particularly the Getulio Vargas Foundation and the Dom Cabral Foundation.  A speaker, author and consultant to international organizations and government entities in Brazil and abroad on topics related to Public Administration, he is also a director of the Instituto Publix consulting Institute.  His career track is: Specialist in Public Policies and Government Administration.
