Public policies
The research line analyzes the policy cycles encompassing formulation, implementation, monitoring, and evaluation of policies and programs and the effects that institutions and political systems have on these processes.
Studies in this research line address new approaches in public policies: intersectoriality, social networks, and transversality. They privilege empirical analyses in social policies, technological innovation, public safety, environment and sustainability, public finances, population, and citizenship.
Governance and Public Administration
It seeks to understand the dynamics of administration from an intra and interorganizational approach.
The intra-organizational dimensions address topics such as budgeting, planning, governmental and organizational analysis, innovation, and governance of public organizations, contextualizing Brazilian specificities
This research line focuses on social management and new forms of provision and management of public services via partnerships with the private or nonprofit sectors, as well as administration and development.
MAP’s Structure
Through lectures, seminars, and group work, supported by audiovisual and multimedia resources, MAP emphasizes the practical application of acquired knowledge. The program fosters debate and the exchange of experiences among participants, encouraging students to become active agents in their learning process. This collaborative approach ensures that students share responsibility for the quality of the final outcomes.
Curriculum Structure
The curriculum structure is based on:
- Four compulsory courses
- Seven elective courses
- One course of intervention/professional guidance
Each course equals two academic credits
Total academic credits to obtain the master’s degree:
- Courses: 24 credits
- Final Paper: 11 credits
- 1 credit = 15h
- Total: 35 academic credits
Final paper and defense
The student must prepare a final paper as the result of field research carried out during the master’s program, advised by a professor. The final paper can be prepared in one of the following formats:
- Thesis;
- In-depth case study;
- Diagnosis and analysis report.

Student Manual
This document aims to guide students on the main academic procedures of the program and facilitate their interaction with the various sectors of FGV EBAPE that are directly involved with the program.
CAPES Assessment
CAPES ASSESSMENT: 5
(Maximum score for professional-level programs)
The Coordination for the Improvement of Higher Education Personnel (Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPES) of the Brazilian Ministry of Education (Ministério da Educação - MEC) periodically evaluates master’s program through an annual monitoring and four-yearly performance assessment of all programs that comprise the National Graduate System (Sistema Nacional de Pós-graduação - SNPG).
The Professional Master’s in Public Administration (MAP) received a score of 5, the maximum score for professional-level programs, proving its high level of quality.
Teaching assistantship
During the teaching internship, the Heads of the Professional Master’s in Public Administration (MAP), the Executive Master’s in Business Administration (MEX), and the Master of Science and Doctoral Programmes (MSc & PhD) announce vacancies for teaching assistantships in courses throughout the academic year.
Students can participate in the selection process for teaching assistants if they are enrolled in FGV EBAPE’s graduate programs (stricto sensu) or completed the program a maximum of two years ago. Notices are published periodically by email.
The selection of teaching assistants consists of four stages
Analysis of the applicant’s curriculum;
Analysis of the applicants’ academic situation
Interview with the Head of MAP;
The professor responsible for the course receiving the teaching assistantship will carry out the selection
* Students must stay current with all academic submissions required by the program coordinator, in accordance with course regulations.
